As a member of the Municipal, Land Development and Environmental Law practice group at O’Connor MacLeod Hanna LLP, Rachel focuses in municipal prosecution, land-use planning, expropriation, and environmental law matters.

Rachel has broad experience dealing with complex municipal and environmental law appeals throughout Ontario from her work in the public and private sectors. She takes pride in being diligent and analytical in her approach to the law and provides clients with practical and strategic legal advice and advocacy.

Prior to joining our firm, Rachel acted as Tribunal Counsel at the Environment and Land Tribunals Ontario where she developed an in-depth knowledge of the administrative processes and public policy frameworks specific to assessment, planning and environmental decision-making. As Tribunal Counsel, Rachel provided tribunal Chairs and Members with thorough and reliable legal opinions and represented the Assessment Review Board and the Local Planning Appeal Tribunal before the Ontario Divisional Court on a number of occasions.

Rachel graduated from Osgoode Hall Law School’s Master of Environmental Studies and Juris Doctor Joint Program where she was distinguished as a Master of Indigenous Lands and Environmental Governance. Notably, she was one of nine students in Canada selected to participate in an intensive course at the Hakai Institute to study the structures of law and policy that shape resource management and reconciliation, she was also one of six students selected to represented Osgoode in the National Kawaskimhon Aboriginal Law Moot, and she was awarded Osgoode’s Victor Environmental Law Award for her work advocating on behalf First Nation communities in planning appeals before the former Ontario Municipal Board. Rachel draws on her extensive experience in Aboriginal law and Indigenous justice to provide solution-oriented advice in consultation and negotiation matters.

When Rachel is not at work, she is usually out with her dog or at the hockey rink.
